Google storage and account issue!

So I'm desperately trying to recover my Google account- 2 issues

Firstly, the storage is completely full so I cannot delete anything nor access incoming emails

Secondly, I have forgotten the password to log in, so when I try to access storage etc I cannot - verification is an old mobile number or to the same email address that I'm trying to access 

This account has many years of photos, including baby pics etc, please help
