Google workspace allow mail from main organizational to sub organizational

I have two users, each in a different organizational. User 1 in main organizational and User 2 in sub organizational.

User 2 can send to user 1 and receive the content.

User 1 can send to user 2, but user 2 does not receive anything.

How do I fix this?

@QSKY I don't even usually consider OUs for any type of effect like that.  

If you create a new OU and move the user to that OU, does it start working?  Do you have Gmail enabled in the OU that isn't working?

It works if I create a new OU.

@QSKY no recommendations except to look through that OU and search for a setting difference.  What's the OUs purpose?  Maybe that will be a hint.  As I mentioned, is the Gmail service enabled in the OU with the issue? -KAM
