How I can take google workspace reseller account.

I know someone who provide google workspace $2 per month. i want to provide same service in my country so please guide me how I can get access.

I believe you would need https://partners.cloud.google.com/?hl=en. 

For example, https://developers.google.com/admin-sdk/reseller/v1/how-tos/prerequisites says that API's requirement is the reseller and that paragraph says: 

1. Enroll as a Google Workspace authorized reseller. You must have a fully executed and signed reseller contract to use the Partner Sales Console and the Reseller API. For more information about becoming a reseller, contact the Google Workspace reseller program.

This might be crude of me to suggest but I believe a reseller is knowledgeable in many topics (including things like reading and researching for themselves) so I would not recommend just anyone random should try their hand at it, to be frank.
