There used to be an option documented in Add or remove trusted computers - Computer - Google Account Help that allows the user to "revoke all" trusted devices (for 2FA).
IMO, this is useful when you want to force 2FA on all your devices as part of mitigating a security breach. I'm not sure why Google removed it. What they document, to sign out items in "Manage all devices" does not force requiring 2FA again on devices that you've previously chosen not to ask for 2FA.
