Hover actions not working with large inboxes

Hi there, longtime listener first time caller. 

I recently went through about 3 or 4 weeks with Workspace technical support about how my hover actions in Gmail weren't working.  When "mark as read" hover action is clicked, it simply opens the email, rather than marking it as read without opening. 

Their eventual ruling was that this is because of the number of messages in my inbox, around 340,000 messages, and recommended I delete some messages to solve the problem.  Because of our data retention policies, that's not a workable solution for our organization, and I told them I found it a bit humorous that the company that made its name by offering more storage space than the other guys was suggesting I solve a problem by deleting data.

So, I'm wondering if this might be something that the Gmail developers can have a look at and possibly resolve in the backend?  Thanks!
