How does Google workspace manage mail hierarchically?

I have a workspace domain name space, and I want to manage the email of the members of this space for hierarchical management. For example, there are three levels of permissions, a>b>c,
a can see b and c, and b can see c
I would like to know whether the workspace has such Settings, or whether a third party can cooperate with the workspace for such management

When you say "see" your saying about the contacts?
You can control that by the directory setting > Directory visibility

You can create a rule to only see user in a custom directory:

So user on OU A, can se users on the group B

Users on the OU B, can se user on de Group C
