Ipads and account switching

Students are trying to log on to their drive accounts via an iPad and are coming up with the message - "this account has been restricted from signing in to change this setting contact your administrator". I need help in resolving this issue

Are you the administrator (I can't tell from your wording)? If not, then the admin needs to be the one to resolve per the error message. 

Just curious since iPad is iOS, do the students typically use iOS to access their accounts or have they been using Chrome OS (Chromebooks)? It is possible if they are using Chromebooks to access their accounts that the admin has potentially turned off the ability for them to access it on a different type of operating system (for example, there is an article that covers Workspace on iOS: https://support.google.com/a/users/answer/138740?hl=en).

Yes I am an administrator for the school.

The students are using the google drive app on the iPads.

I will admit this is not my forte so can only suggest things from the support articles and the such like. 

But are the email addresses allowed to be accessed on iOS at all or is the only product they are unable to access with their account on the iOS devices is Drive (I will note that your screenshot does not look like the account picker in Google Drive because Drive should not be presenting anything about incognito or a 0 in the bottom right of the screen)? So I am thinking of articles like https://support.google.com/a/users/answer/138740?hl=en which indicates admins can disable something like this.

I would say also verify if the accounts are allowed to be even be accessed on iOS as a whole and check to see if these are considered managed devices or not (when I say managed, I am thinking of https://support.google.com/a/users/answer/6098065, https://support.google.com/a/topic/6079327).
