According to some release notes (June Bulletin)  multi-send will be available for Non-Profit. Be aware that the roll-out will be gradual and that it will also depend on if you are on Rapid or Standard release. See the link here  (not mentioned in the linked 28 July bulletin)

In fact, the Admin Console controls for these options have already arrived for our nonprofit domain, so we're just waiting for the user feature visibility on Aug. 23.
