Nothing is working to get human support

I am a Google Workspace customer. This morning my emails are not getting sent. I get the message  "You have reached a limit for sending mail. Your message was not sent."

I've sent less than 30 emails in the last 24 hours. 

I have tried the virtual support, asking the question and clicking the "No this was not helpful" option about 15 times. Cannot get further than that. 

I tried logging into https://support.cloud.google.com/portal/

When I tried to open a support case it says "You do not have permission to create support cases."

I am logged into my correct admin console. We pay for 15 users, this is not a new account. What else can I do this is really frustrating.
