Port of land line number to Google Voice out of coverage area error

Does anyone know why a land line number that starts  with 740 area code gets an out of coverage error?

That service provider is it with?  I've found sometimes I have to transfer lines to our cell provider (AT&T) and then to GV.  -KAM
