Problems with Sharing Settings and OUs

CONTEXT
I want my organization to use AllowedLists to share with external stakeholders by default. I then want a group of Exception users to be able to share any file, from any shared drive, freely without any allowedlist required.

What I want to do is defined in this scenario from the documentation: 

THE PROBLEM
TOP-LEVEL OU: Sharing Settings set to AllowedList
Exception OU (Sub to TOP-LEVEL OU): Sharing Settings set to ON (most permissive).

  • When I try to share a file (in a shared drive tied to TOP-LEVEL OU) using a user that is in the TOP-LEVEL OU, I can only share with allowedlist domains. This is good and what I want.
  • When I try to share that same file (in a shared drive tied to TOP-LEVEL OU) with a user in the Exception OU, I am unable to share unless the domain is part of the allowedlist. This is not what I want. I want this exception OU user to be able to share any file from any shared drive.

I cannot figure out how to do this and it seems that this just may not be possible. I know that I could create a shared drive in the Exception OU and allow free sharing for files in that shared drive, but this is not what I want. I want certain executives or admins to be able to freely share any file from any shared drive without having to move files around.
