Provisioning Access to Google Folders

I have shared a google folder with 2 external users, but for some reason 1 user is able to organize/add/edit, and the other user is only able to edit. Both have "Editor" access, what would be the reason for this? TIA

Just a guess: Is the folder in My Drive, or is it in a Shared Drive? If itโ€™s in a Shared Drive, is the user who can organize/add/edit perhaps a content manager or manager of the overall Shared Drive?

Sorry - I accidentally hit solved - but the folder is in My Drive, and both users were provisioned the exact same way. Share>copied their email> given "Editor" permissions 

Hmmm. Weird. A couple of guesses:

1) When you go back and look at the permissions of the folder in Drive, what do you see? Do the two users both show up as โ€œEditorโ€?

2) Maybe confirm that the user who can only edit is signed into their Google account and isnโ€™t out of storage space?

3) Can you try sharing it with a third account (like your personal Gmail account, maybe) and see what you see?

1) Both users show up as "Editor", just one has add/edit/organize, and the other user has just edit permissions

2) The user that has more permissions is typically the individual who shares their files with us. It just so happens they are on PTO, and we needed to provision another user to share the files - I don't believe it would be a storage issue

3) I tried actually creating a separate file as a test, and sharing that file with this individual, and for some reason it still only granted them "Editor", edit access, and not add or organize - which again is odd 

Very strange. When you're sharing the folder, if you click the little gear at the top right:

Does the more-restricted person have the following checkbox checked?

I'm sorta grasping at straws, to be honest. We may need to wait until someone more knowledgeable weighs in. Another option would be contacting Google Support (see https://support.google.com/a/answer/1047213?hl=en for how) to see what they have to say.
