Public Sharing of Google shared drive

I am trying to create a shared drive and shared it publicly so that anyone that I give the link to can upload, view files etc... No matter which permissions I apply, when the users access the link it says you have to ask the admin for permissions.

I have also turned sharing outside "on".

Anyone configure this successfully? Any guidance would be appreciated. I am sure I am missing a simple step.

Shared Drives themselves cannot be shared publicly like you want. What you can do instead is create a folder inside the shared drive and then share that folder with "anyone with the link". 

The "root" level (the shared drive itself) cannot be shared publicly. 

 

Yeah, I noticed this is the case. This is ridiculous. Google should fix that.

Add sharing the folder using Anyone with the link, will not allow uploads etc: you cannot do withs with a Shared Drive as Google requires the user to be signed in.

Correct, but anyone with the link (with any Google account signed in) can upload files when permission for the link is set to contributor or higher. Having to be signed in is the only restriction here.
