Recover Number Verification

I have a phone number that Google cannot seem to reach when sending an SMS for recovery.  When I text "help" to the Google short code = 22000 I get a reply from Google so I know that my phone number can reach the short code = 22000, but it seems like Google cannot initiate an SMS from short code = 22000 out to my phone number.  Has anyone come across this issue and been able to resolve ?

Can you tell me what country the verification number is from, what brand of cell phone and model you use.

The article to which you provided the link is not on point.  I am a super admin and this is not a situation where I have forgotten my password and cannot access my account.  This is simply a situation where Google's short code of 22000 is apparently sending out SMS text messages that are not arriving to my phone number and I cannot figure out why when I can send a text from that same phone number to short code 22000.

In regards to your other questions, the country code of the number is "1" for a U.S.A. number, and I am not using a cell phone.  The phone number that I am using is a virtual number with Anveo.
