Reg: Users getting suspended automatically in my Google admin account

Hello Team,

When we try to create a new user in our GCP admin account, user is automatically getting suspended. 

Also, we observe that while trying to create the user using GCP’s Directory user Create API with “suspended” value as “false” in the request, the user is getting created with “suspended” value as “true”. 

Could someone please assist me to understand what is causing this issue and how to resolve?

I am encountering with this issue due to the reason my account is a free account? how to upgrade to get technical support from google?
