Remove the Request edit access option for publicly shared documents

I have a Google doc that I wish to share publicly, so I have created a Shared Drive, then a folder under that, and then the document within that folder.  I can edit the share properties to allow anyone with the link to view the document and it works, but it also has the option to Request edit access for anyone who is logged in with their Google account which then causes a flood of incoming emails because the viewer thinks it's necessary to request access even though access has already been granted.  If the viewer does not have or is not logged into a Google account, the Request edit access option is greyed out, so my problem is solved, but I cannot find a way to share the doc publicly without having that Request edit access available to Google account holders.

Anyone else running into this?  Found a solution?

There should a setting to disable share request from external users (users not in your domain) altogether.

Sharing with externals should typically be something triggered from within the organisation, not something anyone bumping into a Google Doc / Datastudio report url can bump into and try their luck whether someone with edit permissions would grant them permissions to see or edit the doc / report.

do you know what or where this actual setting is?
