Request assistance - Google for NonProfits

I have a problem with the activation of Google for NonProfits: first of all, if I click on the “https://www.google.com/nonprofits/account/u/0/orgs” page, I am presented with two associations (always the same one), one VERIFIED and the other NOT SUITABLE.
I already think this is a problem. However ...

Clicking (for the eligible one) on ACTIVATE PRODUCTS, and then START on ‘Google Workspace for non-profits’, I'm asked ‘First of all, does your non-profit organisation already use Google Workspace?’ and since I have an accont administrator already associated with the Workspace platform but without any active subscriptions, I click on ‘No, we don't use Google Workspace yet’ and I'm asked to enter the domain name to carry out the verifications but immediately the error ‘It was not possible to complete the activation of Google Workspace’ comes out.

I have tried several times to contact Google Workspace support but, following the steps outlined in the guide, I never get the option ‘I need assistance with another problem or on I still need help’ in the auto attendant menu.
In fact, I keep seeing the ‘search for more’ option over and over again ...

So I keep repeating the same steps over and over again without ever getting to the point where I can talk to an operator for help.

Can you help me please?

There's your problem: you do have Workspace already; it doesn't matter that it has no subscriptions.  Say "yes" you have Workspace and it will get applied to the existing account.  Since you already have Workspace configured for that domain Workspace will not let you use that domain again for another Workspace.

Ok, from the following screenshot it looks like the domain is already active for the NoProfit: I just need to activate the mail services etc..

I click on START to activate the NoProfit plan

then as suggested, I select to already use Google Workspace.

It then asks me for the domain name which I enter ...

Then the error appears again:

Do I have to activate a Business Starter plan to enable the NoProfit plan? I don't understand ...
