Is it possible to have a chatroom / space where users can be member of, but can be restricted to chat / send messages?
Are you asking to restrict users from messaging directly or in groups, and only allowing Spaces messaging? Such a change would be antithetical to the whole purpose of Workspace, which is to foster more and better communication in any organization.

I think they are looking to do what we are trying to do which is restrict users from directly, in groups, and in spaces on a user to user level but the manager of the space can communicate with the user and the user to the manager
That sounds like a mostly one-way announcement type of communication.
This can be done now in Groups by restricting posting permissions. I used this in an edu setting where administration wanted to post announcements to faculty and staff.
The announcements type of communication in Chat Spaces is coming -- it was alluded to this last Fall in Google blog posts.
Hi there. One-way messaging can totally be done with Groups but I'd love to do the same with [ Chat ] Spaces since at our university (as well as most others) students are more attentive to Direct Messaging (DMs) rather than emails. Would love the same messaging restrictions for Google Chat Spaces, we'd love to create a sort of 'message board' for our students.
