I don't think so out of the box, but the workaround we use internally is creating a read-only shared drive with template documents, spreadsheets, presentations etc, which viewers can visit and copy.

Great workaround (currently implementing this), but would still totally be beneficial to have permission-based templates for quicker access and creation.
