Shared drive does not have the option to share file with out editor premission

When I would like to share a file with edit permission in a shared drive with someone out of the company I cannot limit him to share the file.

In My drive there is such an option but not in a shared drive.

This is a HUGE secutify issue.

it has the option of viewer permission also. you can specify the email id and change the permission to editor. So only that person can edit your file, no one else
