Some documents triggering alerts while others are not

I am testing some new DLP rules, and while they are alerting on some documents, they are not alerting on some obvious others. I've created three new rules--see screenshots below.

I'm using several documents to test. Again, see screenshots below.

Any idea why alerts are being generated by lots of documents in our domain, but not these test documents?
