Starter workspace and storage - difference in settings between storage admin and user admin

my shared storage settings for my root OU says there are no individual limits or "OFF"

but my users still  show storage limits are "ON"

what am i missing?

Assuming you're on the Workspace Business Starter license, Google has been in the process of rolling out pooled storage (where individuals can exceed 30GB but the organization is capped at # of licenses times 30GB) since May, and by all accounts still has a ways to go to complete that for all Business Starter domains. Recent reports have placed them targeting a completion by Q1 2024, but that hasn't been announced officially anyplace.
