I did not want to use my Account for Workspace in the Future.
I would like to downgrade to a personal Account so i can keep "all" my Data - Such as Play Buys.
Takeout alone is not helpful. Is this possible.

I will mention that at least in my experience, sometimes Takeout doesn't include everything. However in regards to downgrading (ie not just transferring data out), Google says "
In the coming months, we'll provide an option for you to move your non-Google Workspace paid content and most of your data to a no-cost option. This new option won't include premium features like custom email or multi-account management. You'll be able to evaluate this option prior to July 1, 2022 and prior to account suspension. We'll update this article with details in the coming months.
For a seamless transition today, you can upgrade to a Google Workspace subscription. Upgrading only takes a few short steps and itโs not disruptive to end users. To help ease the transition, weโre offering deep, region-based discounts on Business editions starting at 50% for the first twelve months after July 1, 2022. If you select a Google Workspace Business edition and the Flexible payment plan, you can use your new Google Workspace subscription and functionality at no-cost until at least July 1, 2022. To view your discounts, please sign in to your Admin console. Discounts and the no-cost period do not apply to Enterprise editions.
If you want to move your data to another Google account today, your administrator can export your organizationโs data using Google Takeout and cancel your legacy subscription. If you want to retrieve data from other Google services, you can export your data (including Google Workspace and other Google services) with Google Takeout at takeout.google.com. The administrator will need to have Google Takeout enabled." URL: https://support.google.com/a/answer/60217#data&zippy=%2Cif-i-dont-want-to-upgrade-to-a-paid-subscrip.... Now I will say that link Julia gave you in her first paragraph was specifically for G Suite Legacy accounts and so is the link I just quoted. If you are currently using another Workspace edition, I don't think going back to personal account is possible (unless you just had the Workspace Individual subscription).
If you are using another Workspace edition (ie not G Suite Legacy or Individual subscription), then Julia was saying to submit feedback by following the instructions at https://support.google.com/a/answer/6284762?hl=en.
