We have a customer with 2 SKUs: G Suite Basic and Business STANDARD.
The issue is that we are unable to transition the G Suite Basic to Business STARTER. The Google Sales rep in charge stopped responding to our emails about the issue.
Who has experienced this and how did you resolve this please?

Yes.
The Google Sales Rep eventually responded. He gave us a Business Starter offer to transition the G Suite Basic to it which we did.
