We have a pastor leaving and we would like to transfer google files from the G-suite to his personal account but it is not allowed. Why? Is there a workaround?

@JMBaker recommend two solutions:
- Use takeout.google.com and export the data for your Pastor
- If you have a license that support Google Shared Drives, create a shared drive with the Pastor's gmail account having permissions that allow him to move the files out of the shared drive to gmail.

Agree with @KAM moving files via a Google Shared Drive is the best option, Google Takeout is only good for grabbing email and even that's a bit limited as it exports as an MBox file which then needs 3rd party tools to move elsewhere, even back into Google.
