Moving the content to a Shared Drive is probably a better choice than changing ownership in MyDrive for any information that needs to outlive the tenure of any particular member of your organization. 

That said, if you do want/need to change the ownership, you can do that with the free, open source, command-line, indispensable GAM tool. Here are some useful tips..

In the Admin console - 

Under "Apps > Google Workspace > Settings for Drive and Docs > Migration Settings", you can allow user to migrate files and folders into shared drives.

Under "Apps > Google Workspace > Settings for Drive and Docs > Transfer ownership" you can specify source and destination users for transferring the ownership.
