Trouble accessing https://docs.partner.android.com as "do not have access to Google Developers"

I can't sign in "https://docs.partner.android.com", error message "We are sorry, but you do not have access to Google Developers. Please log in to your Admin Console to enable it. Go here to learn more." but i can't find how to enable Google developer at admin page, could someone help on this? thanks

BTW, I can't sign in developer.google.com w/ my account w/t any error report only page referesh, on the same environment(same PC/Chrome) the another account works fine. The other function work fine like google drive/google meet and so on, except the developer.google.com.

@icrew  Appreciate for your kindly help, i follow the guide try to turn on "Google developers", but i can't find the "Google developer" at the Additional Google services page, i upload the screencap. Could you help to take a look?Google developer.png

 

Here's what I see when I go to Additional Services. As you can see "Google Developers" is there. Are you perhaps on an Essentials edition of Workspace? If so, have you verified your domain?

@icrew  Thanks for you help , i use our company domain like xxx.com as my colleague, they works fine w/ the same domain, So i don't think that's the domain issue. I found that if under 18 years old can't access google developer, but follow the guid even i can't see the age-base access setting in my accound setting, like this screen shot.
