URL blocking exceptions for youtube is opening youtube

As a school, we decided to block YouTube for the student level, and the idea was that if a teacher needed to assign an assignment that needed a YouTube video, they could submit a request to make it an exception, and that specific video would be allowed. This was to prevent students from using YouTube for nonsense, music, or inappropriate videos.

Testing it, I put https://www.youtube.com on the URL block list from the admin panel for the student organization level. I tested it from a student account and it worked. Then I tried to add one random specific YouTube video URL to the exception list as a test.  https://www.youtube.com/watch?v=6bjLbQCxSQA . When I tested it I got a strange result:

1) The student could not reach https://www.youtube.com ... good.
2) Student could not google something else and open a YouTube result. It was blocked.... good.
3) Student could use the direct URL I had excepted to get into the video as if it was assigned....good.
4) However once there, the student could click on other YouTube videos and use the search inside YouTube to access all of YouTube....  bad

How do I prevent students from exploring YouTube with one exempted link? I would have thought that any new YouTube URL they clicked on would be blocked.

When testing is it with a dummy student account or did this happen once the video was shared with the students?
