Unable to create new gmail it is not accepting my wifi number for verifi and unable to bypass

I need to create a new gmail but am unable to because google wont take my wifi phone number (as i do not have another number or service) to verify "im not a robot" i am unable to bypass this phone number input as well... Am i just screwed? Please reimplement the captcha as an alternitive to the phone number!
