Unable to send email to any Google hosted users due to Bad Reputation domain

We have a spammer sending 100's of thousands of messages using our customer service email address as the spoofed sender.  Although we have valid SPF, DKIM, and DMARC DNS entries on the domain, Google is still rejecting all legitimate email anyone in our org sends to Gmail or Google hosted domains due to our domain being marked with a "Bad Reputation" flag.  How are we supposed to fix this if we already did all we can do to prevent it?  Why is Google blocking the entire domain due to email from one email address that clearly fails those authentication checks?
