Unable to set up Google ads Account

Hello guys I am looking for assistance in setting up a Google ads account. I am unable to set up an account as the setup process fails at the final step of setting up a payment information.

I face the following errors:

1 Sometimes the page just keeps on loading forever

2 Other times, I enter a payment card and then the card setup fails even though I have enough money for the one time charge that Google charges. I have been having this issue for several days. I get the following error: This action couldn't be completed. Try again with a different payment method. Learn more about accounts  [OR_BACR2_31]

Could someone please assist here

Hello. So far no solution. I checked the post. The card is new one and hasn't been used in any other google ads account
