Which Admin Role is needed to view Licenses on a User?

I'm not able to view my user's licenses in the Admin console unless I'm logged in with a Super Admin account.

Is there a role or permission I can configure to view a user's licenses without the need for Super Admin permissions? I see that there's an option via the API, but I'd prefer to avoid that if possible.
