Who gets the email for requests for access to FOLDERS in shared drives?

Access requests to folders in shared drives are sent to the Managers of the corresponding shared drive.

Who gets the requests for access to files?  And does the request to access folders change at all if folder sharing is enabled for content managers?

We have an issue where there are several managers, but only one of them is getting the Share Request.  Why is this?

When someone requests access to a folder, the request is sent to all Managers.
When someone requests access to a file, the request is sent to the file creator. If that person doesn't have permission to share the file, the request goes to all Managers.
