Why is there a seat limit for the 12 month free startup program?

I was decieved to realize that there is a 20 seat limit on the program. Is Google punishing startups for scaling? Isn't the point to let us grow and get the money back when we have some?

@Mii It's pretty strong language to say "deceived" and "punishing" regarding something you are getting fully discounted.  I'd recommend if you open a support ticket and ask nicely for more seats explaining the need.  They might be able to help or point you towards the startup resources who can approve more seats potentially. -KAM

I already contacted them. This limit is not stated anywhere when subscribing, so reaching it unexpectedly is very frustrating when you can't afford it. And even if you can afford paying for an internal tool as an early stage startup, you have to wait for a week (at least that's my current wait time) before they give you the ability to pay for more.
