Workspace license cancelled with no notice or explanation, and locked out of adding it back

It appears I have been blacklisted by Google Workspace. However, I have autopay set up, was billed last for last month, and that credit card is still active. I have been completely unable to get an answer from and Google team after trying every possible system -- an endless loop of "someone elses problem". Searching my old emails, I can see nothing from Google about this account being cancelled, so I think this is some kind of error on their side, but either way I need a route to getting my Google Drive document back.

I can log in as an admin and see the Admin control panel. But I cannot access the Workspace apps like Gmail and Google Drive.

When I try to add a license for Workspace I see "Not Available" under all license options, and when I click the help icon I see this:

"We are unable to complete your request at this time because the product that you're purchasing has one or more applications that are currently in the process of being wiped out, due to a previous subscription cancellation."

How can I restore my account before my docs are wiped? Failing that, how can I get a copy of my documents?
