access to DKIM keys using Legacy GSuite

I think I created an Administrator account but the features permitting creation or access to DKIM keys are missing. They are needed for a domain email address, not Gmail. Is this only possible with an upgraded account? Does anyone know if there is a way to accomplish this without upgrading?

@betsmaric DKIM is not a per-email address setting.  It's a domain-wide setting using one selector.  -KAM
