can one disallow attachments in group emails? I am concerned about folks sending photos to group members which will fill up our drive allotment.
I think you have two options:

You can use the feature in the google groups settings:

1 - Admins or group admin can bypass the rule
2 - You just deactivate the attachment button, but the insert image still available:
I believe the second option is the best.
You just need to create an attachment compliance rule:
Go to Admin > Apps > Google Workspace > Gmail > Compliace > Attachment Compliance:
Create a new rule.
1 - Chose emails messages will effect,
Inboud (external receiving)
Outbound(external sending)
internal - sending
internal - receiving
This part is up to you, you can chose as you like.
2 - Chose the expressions, which will be all types of attachments:
Now on the step 3, you will decide what to do.
I can reject messages or which is my suggestion, to modify the message:
After chose to modify, its important to chose this option to modify:
And for last, you just need to choose to show options:
And choose to only affect Groups:
You just need to set a name at the top for this rule and then click in save:

Sending an attachment to the group:
Sending an image attached to the body of the message to the group:
Sending a mesage directly to a user is not affected as expected:}
