change plan from starter to standard for single user

Hi Guys, i want to know if it's possible change plan from starter to standard for some users on GWorkspace ?

Because on the KB of GWorkspace, it seems that it is possible change plan from starter to standard for all subscription and not for single user.

@antonio nit it's not possible for one user: you can have partial domain licensing but I believe there's a minimum of 20 users per licence and Google or a Google Partner has to get it approved for you.
