Gmail templates have to be created separately in each end-user's mailbox... they can't be shared.

Another option that can be shared would be to create Gmail templates as Email draft templates in Google Docs.

You could then add these templates to your organization's Google Docs template library so they're easily accessible by all members in your organization. Once the email is drafted in Docs, it's one click to turn it into an email in Gmail.

You can even send the email from Google Docs. No need to open Gmail.

Not possible and another topic Google should check and make this available for all users in a domain. The same with the new layout feature in Gmail. Sharing and using the same templates is key.
