nonprofit workspace activated, but fee has not changed.

My nonprofit workspace has been activated 2 days, but the workspace fee has not changed.
and I try to add new user, the new fee still add 12 dollors, What procedure am I missing?

I think I found the reason, I need to chang account to be a Google Workspace Business Starter.
