Admin / billing access for web agency?

I have a web design agency called Solve. We set up 100's of Google Workspace accounts for our clients. Is there a way we can have an over arching dashboard to allow us to help assist customers and a way we can mange their billing? The problem is that they often ask us to manage users and billing. But we do not want to pay for 1 additional user to get access to do this. Using the client email is not efficient as the login verification always causes issues. So takes ages to resolve requests.

There's a couple of was to solve this.

1. Become a reseller and then you can access clients Workspace Admin UI using identities from your reseller account.
2. Setup clients with Google Cloud Identity Free. You can then create additional identities under the clients Workspace account (without a workspace license) and make them a Super Admin. Not as convenient, but more cost effective, as reselling small user account is administratively costly.
