Cannot create runtime for Colab despite having quota, cannot sign up for technical support.

I have been using Colab Pro Plus to run phsyics and cosmology simulations on an A100, I am using my Google Drive to store snapshot and analysis data.

I require access to large GPUs to run the simulation in a more efficient manner as the current resources do not suffice. I created a VertexAI account to use Colab Enterprise, I have increased GPUS_ALL_REGIONS to 1 and have been granted access to 2 GPU in both uscentral1 and southeastasia1 regions but I still cannot create any runtimes.

I contacted GCP sales team to assist me, they told me to get techncial support, I tried signing up for techncial support. I cannot sign up for technical support. I ensured I added correct billing details with a vlaid payment method but no change. I am at a loss about what to do. Preferably I'd need H100 or B200 GPUs for the Colab Enterprise runtime to run these simulation efficiently.
