Fast Start GPU for AI training

Is there a way to fast start-up GPU (like Cloud RUN) if there is training request come-in?

Due to GPU cost is high, turn-on 24 hours/day does not make sense.

Pre-empted GPU cloud be another option but offer only 1st minute free.
