RAG PLAYGROUND Cloud Run failure

Hi Team,

I am trying to use RAG playground and its failing in cloud run.

The user-provided container failed to start and listen on the port defined provided by the PORT=8080 environment variable within the allocated timeout. This can happen when the container port is misconfigured or if the timeout is too short. The health check timeout can be extended. Logs for this revision might contain more information. 

I adjusted timeout still same issue.

Logs: Default STARTUP TCP probe failed 1 time consecutively for container "backend-image-1" on port 8080. The instance was not started.

could you please explain Create default VPC network (as automatic) step? and dataflow job is getting failed with below error"Failed to start the VM, launcher-xxxx, used for launching because of status code: FAILED_PRECONDITION, reason: Error: Message: Constraint constraints/compute.vmExternalIpAccess violated for project xxxxxx. Add instance projects/xxxx/zones/us-central1-c/instances/launcher-xxxxxxxxx to the constraint to use external IP with it. HTTP Code: 412."

How to set vpc created by me in code?
