Set a limit for the Google Cloud Translation API based on the number of translated characters

Hello,

Is there a way to set a limit for the Google Cloud Translation API based on the number of translated characters? For example, I want the API to stop processing submissions after reaching 600,000 characters every month (30 days).

I searched documentation and it seems very complex than i thought. I intend to use for an open source project and it doesn't generate income so i want to manage my expenses.
