But in step 3 (Create a Playbook to map HR topics and HR representatives) I don't found the required tool (Generative playbooks).

We had to request access via gmail to our sales manager and point of contact.
We get the email asking to a friend that works in google so I cannot help you more, just tell you you need request access.
