Add a permanent Developer App Custom Attributes

We have a case in which we need to add an attribute field (Custom Attribute) to be applied for all Developer Apps

Something similar to "Callback URL".

For example, all apps created should have a value for "App-Short-Name" & "App-Platform"

Is there a way to add this attribute on the Management Level so it becomes part of the Create App Screen in the Edge UI.

We can ask the App creator to add it as a custom attribute but this leaves it up to memory of the creator to remember to add this Customer Attribute Name and Value when creating an app and leaves it open for spelling mistakes in the Attribute Name data entry.

Is it possible to configure the org to have a permanent custom attribute that will show up by default in all app creations similar to Callback URL
