Developer sync issue of users signed in drupal portal with OAuth with apigee edge

When users sign in to Apigee Kickstart developer Drupal Portal through OAuth provider,

while creating a app, users sync error is occurring with below message

"Developer with test1@gmail.com email address not found. Running the developer sync could fix this".

we are using Aws Cognito as OAuth provider with miniOrange Drupal client module and Apigee Kickstart Developer portal module in drupal 8
