I am working in an apigee Edge (OPDK) a project. We use a mutualized platform with many entities.
My question is how to ensure that an entity do not use all bandwith or capacity ? is there a way to fixe a quota for all entity managed ?
in other words, can an entity receiving many request can impact others ? Knowing that entities are free to configure their policies on API proxies

Have been using OPDK as shared platform for many years. With non-prod and and prod environments of multiple orgs on the same platform. In practice hardly any impact from one on the other. Main reason: OPDK is more performant than one would think, and therefore lots of capacity for all these org/env's. And thus no impact.
To answer your base question: there is no mechanism to manage capacity of OPDK install between org/env's.
