As per apigee recommendation as per below link

we should use external management softwares like syslog, splunk , loggly softwares to log proxy messages.
Are these software comes as part of apigee licence?
Are these software are free and can be used for logging production messages? if not are there any free softwars available which can be used for logging?
Can we we use these softwares with on primises installation also?
